The four overseas departments (971 to 974) used in the former system three serial letters with a three numerals department code, that is too much for 520 mm wide license plates. After having limited the serial number to two numerals (for example 56 ABL 971), the creation of the national file of registrations in 1993 made compulsory the use of three numerals serial numbers. A French order ("arrêté") on 01/07/1996 (JO of 17/07/1996), applicated from 01/10/1996, authorized the overstacking of the digits 9 and 7 of the department code to reduce the number of characters to eight.

KER Kerguelen, FSAT (French South and Antarctical Territory)

Only some vehicles (around twenty) are "registered" in Port-aux-Français on the Kerguelen islands, none on the Crozet islands, on the Terre Adélie or on the Amsterdam island (St-Paul is uninhabitated). These registrations have begun with the first touristical tours at the beginning of the 90's. K and KER are the distinctives signs of the Kerguelen islands license plates (at least up to 1996).

Normal series :
None, all vehicules belong to the FSAT administration.

Official series :
Series of one numeral and two numerals (the first indicate the vehicle type) end of the 60's, beginning of the 70's : K 000 (see Note 1 below)
Series of four numerals (coding unknown) in the 80's and the beginning of the 90's : KER CS 0000 and 0000 ST KER (see Note 2 below)
Series of two numerals for the year followed by the last four digits of the chassis number of the vehicle, from 1996 : 00 0000, 000 000 and 000000 (see Note 3 below)

Official series foreseen but never used :

It was also foreseen that imported used vehicles have in reduce size the month and the year of the former registration at the right of the plate.
When the FSAT central service was in Paris, some officials vehicles were also registered with the Kerguelen system with a code after the KER prefix : AS = Administrateur Supérieur, CS = Chief of Station and CD = Chief of District.

A weblink (
http://www.amaepf.fr/ker18/html/Notes/noteDeService40.html) showed the registration rules of the vehicles in Port-aux-Français in a service note written on 10 January 1969. We learn that the format K 000 was in use, with K for Kerguelen, a numeral from 1 to 4 for the vehicle type (1=light vehicule, 2=Dodge 4x4, 3=GMC et 4=G.B.C.8) followed by two serial numerals for each type.

The first two numerals of the eleven first numbers show the year (1996, 1997, 1999, 2000, 2001, 2002 and 2003). The four other numerals are the last four digits of the chassis number of the vehicle.

In addition, many plates have the French euroband. So, it seems that the plates are made and put on the Réunion island before the vehicles boarding to the Kerguelen islands. Indeed, some vehicules have no plates in Port-aux-Français.
